Our Objectives are: |
to complete quality construction projects while meeting all committments and criteria
1. Deadlines - on schedule
> by fulfilling current and past education bond committments to North East ISD
voters
with due diligence, integrity, and
quality workmanship in a timely manner.
> by beginning and completing each phase of construction on time, according to
published schedules.
2. Dollars - on budget
> by enhancing the educational experience and welfare of all communities
that work, learn, play and interact within our properties, through
the conscientious management of public funds and trust.
> by maximizing the effectiveness of taxpayers' investment through
value-engineering.
3. Delivery - envision, formulate, refine, manage, and actualize bond programs
>
by planning and managing activities related to NEISD Capitol Improvement
Bond Programs for
(a) major renovations to existing facilities, and
(b) the construction of new facilities.
> by reviewing Requests for Proposals (RFPs), checking references, negotiating
fees, all in order to ensure that we hire quality design professionals, architects,
engineers, and construction contractors.
> by holding meetings to develop educational specifications and consider
standards to assure first-rate designs.
> by making sure that construction runs smoothly, stays on budget, and is
completed on time. Even though we expect our contractors to provide
quality goods and services, compliance monitoring will assure quality:
our project managers are the district’s “eyes and ears” at
each jobsite on a daily basis.
> To ensure that contractors are completing the work in accordance with design
documents and contracts, our project managers:
• act as onsite liaisons with contractors and suppliers;
• monitor supplied material and equipment against specifications;
• monitor construction methods for adherence with our specifications and
accepted good industry practices;
• monitor safety, manpower, and scheduling;
• verify as-built drawings.
4. Demonstrations - according to voters' instructions and program scope
> through the professional application of all available resources, technology,
and expertise.
> by giving regular, comprehensive, and open public accountability disclosure
presentations to the Citizens Bond Advisory Committee (CBAC), the NEISD
School Board, Superintendent, Executive Administration, district staff and
the NEISD community and general public.
> by creating and inspiring vibrant communities and academic excellence. |

> Does the solution enhance student learning and accomomodate
the needs
of all learners?
> Is the facility ADA accessible?
> Is there an emphasis on functionality and effective use of all
available resources?
> Do our plans allow flexibility and adaptability to changing needs for future
educational programs?
> Does the facility provide a healthy environment and offer safety and
security through design?
> Does the facility include effective use of technology?
> Does the facility provide effective classroom design, including both specialized
and non-traditional learning spaces?
> Are there a variety of spaces where students may explore different
learning styles?
> Will the solution serve as a center of community, adding to the vitality of the
neighborhood, as well as providing resources for the school, students and staff?
> With this solution, have we met and fulfilled our goals, objectives,
vision and mission?

Construction Management is Essentially Problem Solving
Problem solving is at the heart of the construction management process. Problem solving often involves "thinking outside of the box." Why?
"Boxes are representative of all aspects of design and development. A box represents form and structure (as in building blocks), transition (as in the boxes that hold your memories on moving day), and adventure (like the boxes you unwrap on your birthday). A box encompasses everything you include in its confines and excludes everything you bar from its interior. A box is a metaphor for your own preconceptions and the ability to understand and overcome them. A box is an atomic unit that can be transformed in endless ways. Every piece of paper, computer screen, and web browser window starts as an empty box, and it is up to you to fill it." Creative problem solving, or "thinking outside of the box," is the essential task of the
