The North East Independent School District - Citizens' Bond Advisory Committee
During the course of the NEISD 2003 bond election, the district’s Board of Trustees voted to appoint a citizens bond advisory committee to ensure accountability and fiscal responsibility. On November 4, 2004, close to 60 percent of North East voters who went to the polls, approved the 2003 Bond Program. As was promised to the residents of NEISD, the Board appointed 25 individuals to serve on the 2003 Citizens Bond Advisory Committee (CBAC). The district passed another bond package in May 2007, which continued the need for a CBAC. The CBAC’s task is to ensure the scope, cost, and timeline of each construction project under the bond referendums. To carry out its mission, the CBAC meets monthly to receive reports on the status and implementation of bond projects to determine whether projects are on-schedule, on-budget and on-target with the construction program approved by the voters.

CBAC Guidelines
The NEISD Board established the following guidelines for the CBAC.

CBAC Mission Statement: To ensure the scope, cost, and timeline of each construction project of the 2003 and 2007 bond referendums.

Members: Each Trustee and the Superintendent will appoint three committee members. The Board and Superintendent will agree upon a Committee Chair to be appointed as the 25th member. No member may have an active or pending contract with the District.

Duties: (1) To receive reports on the current status and planned implementation of the bond program; (2) To determine whether such status and implementation are consistent with the program approved by the voters; and (3) To report their findings to the Board. The committee informs and advises the Board, but does not have decision-making authority.

Communication: Communication with staff will be through the Committee Chair. Communication with the public will be through Committee reports received by the Board.

CBAC Meetings
The original guidelines established by the Board called for quarterly meetings of the CBAC. Additional meetings may be held if needed, as requested by the Board of Trustees or jointly by the Superintendent and Committee Chair. Staff reports may be provided to the Committee between meetings when appropriate. Written Committee reports will be presented to the Board, Superintendent, and public at open Board meetings. Copies will be available to the public. The CBAC held meetings in January and March 2004 to discuss their role and responsibilities and to receive information on the status of the 2003 Bond Program. Discussions amongst the CBAC members led to agreement that monthly meetings should be held. The guidelines were amended to reflect monthly meetings beginning with the May 6, 2004 meeting of the CBAC.

CBAC Membership
As called for in the CBAC Guidelines, each Trustee and the Superintendent appointed three committee members. The Board and the Superintendent agreed upon a Committee Chair to serve as the 25th member.

Fred Morrison serves as the Chairman of the CBAC. Mr. Morrison is the President, CEO, CFO and co-owner of Texas Allied Holdings. He brings several years of relevant service and experience to North East’s CBAC. He was a member of the citizens’ committee that helped formulate the 2003 bond issue and has been a member of CBAC since its inception. Mr. Morrison has also been active with NEISD. For the past three years, he and his wife, Maureen, have been band booster presidents for the Reagan High School Band and active boosters for five years.
